This phrase is taken from the purpose of kendo, as outlined by the All Japan Kendo Federation (AJKF).
It comes after these other lines:
“To hold in esteem human courtesy and honour,
To associate with others with sincerity.”
There are those who choose to treat others with contempt, disdain, and a lack of compassion and courtesy. Who they view as “others” could be fellow humans who don’t share their views about politics, religion, society, or who are a different gender or race than themselves. I hope they choose to cultivate the better parts of their selves.
